The meeting opened at 2.30 pm.

1. Time for Reflection: Reverend Tilly Wilson, Church of Scotland Minister Working with Travelling People, led Time for Reflection.

2. Fur Farming (Prohibition) (Scotland) Bill - Stage 1: The Minister for Environment and Rural Development moved S1M-2353—That the Parliament agrees to the general principles of the Fur Farming (Prohibition) (Scotland) Bill.

After debate, motion was agreed to ((DT) by division: For 96, Against 2, Abstentions 16).

3. Adoption and Children Bill - UK Legislation: The Minister for Education and Young People moved S1M-2649—That the Parliament accepts the need for Scotland, along with England and Wales, to participate in the Adoption and Children Act Register to be established by the Adoption and Children Bill and agrees that the relevant provisions to achieve this end in the Bill should be considered by the UK Parliament.

After debate, motion was agreed to ((DT) by division: For 85, Against 0, Abstentions 29).

4. Police Reform Bill - UK Legislation: The Deputy Minister for Justice moved S1M-2650—That the Parliament agrees that the provisions within the Police Reform Bill which relate to devolved matters, including provisions relating to the terms and conditions of service of constables seconded to the Independent Police Complaints Commission, the inspection of the Ministry of Defence Police in Scotland, the removal of the nationality bar for police officers, extending (pursuant to certain international agreements) the liabilities of chief constables in relation to foreign officials from other member states carrying out investigations in Scotland and extending offence provisions in relation to such foreign officials, should be considered by the UK Parliament.

After debate, the motion was agreed to ((DT) by division: For 83, Against 31, Abstentions 0).

5. Suspension of Standing Orders: Euan Robson, on behalf of the Parliamentary Bureau, moved S1M-2659—That the Parliament agrees that Rule 5.6.1(c) of the Standing Orders be suspended for the duration of the Meeting of the Parliament on Wednesday 13 February 2002.

The motion was agreed to (DT).

6. Change of Decision Time: Euan Robson, on behalf of the Parliamentary Bureau, moved S1M-2660—That the Parliament agrees under Rule 11.2.4 of the Standing Orders that Decision Time on Wednesday 13 February 2002 shall begin at 7.00 pm.

The motion was agreed to (DT).

7. Decision Time: The Parliament took decisions on items 2, 3, 4, 5 and 6 as noted above.

8. Introduction of a Pollution Inventory: The Parliament debated S1M-2302 in the name of Dr Sylvia Jackson—That the Parliament congratulates the Scottish Executive on its proposals to cut particle air pollution by more than 50% by 2010; notes the detrimental effects on health that air pollution can have; recognises the need for the introduction of a pollution inventory system in order to make information on releases of pollutants from industrial processes available to the public in a clear, easily understandable and accessible format, and believes that the Scottish Executive should support the progressive introduction of a pollution release and transfer register as required under the United Nations Economic Commission for Europe’s Aarhus convention.
