The meeting opened at 2.30 pm.

1. Time for Reflection: Reverend Jothini Seenithamby, Methodist Minister from Sri Lanka and Masters student at New College, Edinburgh, led Time for Reflection.

2. Housing (Scotland) Bill – Stage 1: The Minister for Social Justice moved S1M-1524—That the Parliament agrees to the general principles of the Housing (Scotland) Bill.

After debate, the motion was agreed to (DT).

3. Housing (Scotland) Bill – Financial Resolution: The Minister for Finance and Local Government moved S1M-1484—That the Parliament, for the purposes of any Act of the Scottish Parliament resulting from the Housing (Scotland) Bill, agrees to—

(a) the expenditure out of the Scottish Consolidated Fund of the expenses of the Scottish Ministers in consequence of the Act; and

(b) any charge imposed on, and any payment required to be made by, any person by or under the Act.

The motion was agreed to (DT).

4. Motion without notice: Mr Tom McCabe, on behalf of the Parliamentary Bureau, moved without notice that motion S1M-1758 be taken at this meeting of the Parliament.

7. Decision Time: The Parliament took decisions on items 2, 3 and 6 as noted above.

8. Clydebank and the Blitz: The Parliament debated S1M-1464 in the name of Des McNulty—That the Parliament recognises the sacrifices made by the people of Clydebank in the Blitz of 1941, the 60th anniversary of which will be commemorated this year, and the trail of death and devastation that was left in the town and commends the resilience of its people and that of people in other parts of Scotland affected by the bombing.
