1. Draft Budget Scrutiny 2010-11 (in private): The Committee will consider a draft report on the Scottish Government’s Draft Budget 2010-11.

2. Subordinate legislation: The Committee will take evidence on the draft Budget (Scotland) Act 2009 Amendment Order 2009 from—

John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, Alyson Stafford, Director of Finance, and John Williams, Head of Finance Co-ordination, Scottish Government.

3. Subordinate legislation: John Swinney MSP (Cabinet Secretary for Finance and Sustainable Growth) to move S3M-5127— That the Finance Committee recommends that the draft Budget (Scotland) Act 2009 Amendment Order 2009 be approved.

4. Public Services Reform (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

5. Home Owner and Debtor Protection (Scotland) Bill (in private): The Committee will consider a draft report to the Local Government and Communities Committee on the Financial Memorandum of the Bill.

Justice Committee

The Committee will meet at 10.30 am in Committee Room 1

1. Subordinate legislation: The Committee will take evidence on the draft Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (Scotland) (No. 3) Order 2009 from—

Kenny MacAskill MSP, Cabinet Secretary for Justice, Gerry Bonnar, Criminal Procedure Division, Karen Stewart, Criminal Procedure Division, and Anne-Louise House, Scottish Government Legal Directorate, Scottish Government.

2. Subordinate legislation: Kenny MacAskill MSP (Cabinet Secretary for Justice) to move S3M-5126—

That the Justice Committee recommends that the draft Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (Scotland) (No. 3) Order 2009 be approved.

3. Subordinate legislation: The Committee will consider the following negative instruments—

Act of Sederunt (Fees of Sheriff Officers) (Diligence) 2009 (SSI2009/379);
the Campbeltown Legalised Police Cells (Declaration and Revocation) Rules 2009 (SSI2009/380).

4. Subordinate legislation (in private): The Committee will consider a draft report on the Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (Scotland) (No. 3) Order 2009.

5. Legal Services (Scotland) Bill (in private): The Committee will receive a briefing from Scottish Government officials.

Proposed future business

At its next meeting on 1 December, it is expected that the Committee will take evidence on the decision on Abdelbaset al-Megrahi from the Cabinet Secretary for Justice and relevant officials.

Transport, Infrastructure and Climate Change Committee

The Committee will meet at 2.00 pm in Committee Room 2

1. Declaration of interests: Marlyn Glen MSP will be invited to declare any relevant interests.

2. Inquiry into active travel: The Committee will take evidence from—

Peter Zanzottera, Principal Consultant, and Paul Zanna, Head of Development Planning, Scotland, Steer Davies Gleave;

and then from—

Dave du Feu, Spokes;
Peter Hawkins, Cycle Touring Club, Scotland;
Ian Aitken, Chief Executive, Cycling Scotland;
Jackie Davidson, Chief Executive, Scottish Cycling.

3. Subordinate legislation: The Committee will consider the following negative instrument—

the Railway Closures (Exclusion) Scotland Order 2009 (SSI2009/371)

4. PE1181: The Committee will consider a petition by Helena Coxshall calling on the Scottish Parliament to urge the Scottish Government to make representations to the UK Government about the cost of fuel in the Western Isles and other rural areas of Scotland which are now amongst the most expensive places in the world to buy petrol or diesel; to highlight in particular the refusal of the UK Government to introduce measures similar to those operating in France which reduce the tax on fuel in very remote areas; to protest at the serious consequences which high fuel prices have for fishermen, motorists and businesses in island and rural areas and to request parity with mainland city prices.

5. Inquiry into active travel - witness expenses: The Committee will be invited to delegate to the Convener responsiblity for arranging for the SPCB to pay, under Rule 12.4.3, any expenses of witnesses in the inquiry.

Proposed future business

At its next meeting on 1 December, it is expected that the Committee will continue to take oral evidence on its inquiry into active travel.

the Specified Animal Pathogens (Scotland) Amendment Order 2009 (SSI2009/394);

5. Interpretation and Legislative Reform (Scotland) Bill: The Committee will consider its response to a consultation from the Standards, Procedures and Public Appointments Committee.

Proposed future business

At its next meeting on 1 December, it is expected that the Committee will consider, in private, a draft report on the Interpretation and Legislative Reform (Scotland) Bill at Stage 1.
