Equal Opportunities Committee
13th Meeting, 2009

The Committee will meet at 10.00 am in Committee Room 1

1. Equal opportunities issues: The Committee will receive a briefing on topical equal opportunities matters, from—

Alex Neil MSP, Minister for Housing and Communities, and Yvonne Strachan, Head of Equality Unit, Scottish Government.

2. Draft Budget Scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11, in a round-table discussion, from—

Fiona Kordiak, Director, Audit Services, Health & Central Government, Audit Scotland;

Emma Ritch, Project Manager, Close the Gap;

Euan Page, Parliamentary and Government Affairs Manager, Equality and Human Rights Commission;

Craig Marriott, Director of Finance, NHS Dumfries and Galloway;

Ian Reid, Director of Human Resources, NHS Greater Glasgow and Clyde;

Lynn McDowall, Professional Officer, Royal College of Nursing;

Glyn Hawker, Head of Bargaining and Equality, UNISON.

3. Female offenders in the criminal justice system inquiry (in private): The Committee will consider a draft report.

Justice Committee
25th Meeting, 2009

The Committee will meet at 10.15 am in Committee Room 2

1. Decision on taking business in private: The Committee will decide whether to take item 3 in private.

2. Subordinate legislation: The Committee will consider the following negative instruments—

the Limited Liability Partnerships (Scotland) Amendment Regulations 2009 (SSI 2009/310);

the Judiciary and Courts (Scotland) Act 2008 (Transitional Provision) Order 2009 (SSI 2009/311).

3. Work programme: The Committee will consider its work programme.

4. Subordinate legislation (in private): The Committee will consider a draft report on the draft Mutual Recognition of Criminal Financial Penalties in the European Union (Scotland) Order 2009.

5. Criminal Justice and Licensing (Scotland) Bill (in private): The Committee will further consider a draft Stage 1 report.

Finance Committee
21st Meeting, 2009

The Committee will meet at 2.00 pm in Committee Room 4

1. Proposed Contingent Liability - Forth Replacement Crossing: The Committee will take evidence from—

Stewart Stevenson MSP, Minister for Transport, Infrastructure and Climate Change, Scottish Government;

John Howison, Project Director for the Forth Replacement Crossing, and Ainslie McLaughlin, Director of Major Transport and Infrastructure Projects, Transport Scotland.

2. Public Services Reform (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Michael Clancy, Director of Law Reform, the Law Society of Scotland;

Richard Keen QC, Dean of the Faculty of Advocates;

and then from—

Tam Baillie, Scotland’s Commissioner for Children and Young People;

Kevin Dunion, Scottish Information Commissioner;

Professor Alan Miller, Chair, Scottish Human Rights Commission.

3. Decision on taking business in private: The Committee will decide whether its consideration of its work programme at its next meeting should be taken in private.

Transport, Infrastructure and Climate Change Committee
20th Meeting, 2009

The Committee will meet at 2.00 pm in Committee Room 5

1. Decision on taking business in private: The Committee will decide whether to take item 3 in private.

2. The Strategic Review of Charges 2010-14 - The Draft Determination: The Committee will take evidence from—

Sir Ian Byatt, Chairman, and Craig Mackenzie, Analyst, Water Industry Commission for Scotland.

3. The Strategic Review of Charges 2010-14 - The Draft Determination: The Committee will review the evidence heard earlier in the meeting.

Subordinate Legislation Committee

The Committee will meet at 2.15 pm in Committee Room 6

1. Decision on taking business in private: The Committee will decide whether to take item 6 in private.

2. Public Services Reform (Scotland) Bill: The Committee will take evidence on the delegated powers provisions in the Bill at Stage 1 from—

Colin Miller, Head of Public Bodies Policy Team, Kirsty McGrath, Branch Head, Solicitors Health and Community Care Division, SGLD, and John St Clair, Divisional Solicitor, Constitutional and Civil Law Division, SGLD, Scottish Government.

3. Interpretation and Legislative Reform (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill at Stage 1.

4. Draft instruments subject to approval: The Committee will consider the following—

the Teaching Council (Scotland) Act 1965 Modification Order 2009 (SSI 2009/draft);

the Public Appointments and Public Bodies etc. (Scotland) Act 2003 (Amendment of Specified Authorities) Order 2009 (SSI 2009/draft).

5. Instruments subject to annulment: The Committee will consider the following—

the Children’s Hearings (Scotland) Amendment Rules 2009 (SSI 2009/307);

the Education (Fees, Awards and Student Support) (Miscellaneous Amendments) (Scotland) Regulations 2009 (SSI 2009/309);

the Legal Aid (Supreme Court) (Scotland) Regulations 2009 (SSI 2009/312).

6. Public Services Reform (Scotland) Bill: The Committee will consider the evidence from Scottish Government officials.
