1. Scottish Criminal Record Office inquiry (in private): The Committee will consider a draft report.

Proposed future business

At its next meeting on 31 January, it is expected that the Committee will continue its consideration of its draft report on its inquiry into the Scottish Criminal Record Office.

The Committee will meet at 2.00 pm in Room UB.03

1. Draft Consideration Stage report (in private): The Committee will consider its draft Consideration Stage report.

2. Draft European Protected Species (in private): The Committee will consider its approach to the draft European Protected Species report.

At its next meeting the Committee will continue its scrutiny of the Edinburgh Airport Rail Link Bill at Consideration Stage

The Committee will meet at 9.30 am in Committee Room 1

1. Delegated powers scrutiny: The Committee will consider the delegated powers provisions in the following bill—

Transport and Works (Scotland) Bill as amended at Stage 2.

2. Executive responses: The Committee will consider Executive responses in relation to the following instruments—

the Drugs Assessor (Qualifications and Experience) (Scotland) Regulations 2007, (SSI 2007/8).

3. Draft instruments subject to approval: The Committee will consider the following—

the Budget (Scotland) Act 2006 Amendment Order 2007, (SSI 2007/draft); and

the Regulation of Care (Scotland) Act 2001 (Minimum Frequency of Inspections) Order 2007, (SSI 2007/draft).

4. Draft Guidance subject to approval: The Committee will consider the following—

Licensing (Scotland) Act 2005: Draft Guidance for Licensing Boards and Local Authorities, (SE/2007/9).

5. Instruments subject to annulment: The Committee will consider the following—

the Food Hygiene (Scotland) Amendment Regulations 2007, (SSI 2007/11);

the Prohibition of Fishing with Multiple Trawls (No. 2) (Scotland) Amendment Order 2007, (SSI 2007/13);

the Civil Legal Aid (Scotland) (Fees) Amendment Regulations 2007, (SSI 2007/14);

the Antisocial Behaviour (Fixed Penalty Offence) (Prescribed Area) (Scotland) Regulations 2007, (SSI 2007/15);

the Tenements (Scotland) Act 2004 (Prescribed Risks) Order 2007, (SSI 2007/16); and

the Tweed Regulation Order 2007, (SSI 2007/19).

6. Instruments not laid before the Parliament: The Committee will consider the following—

the Tenements (Scotland) Act 2004 (Commencement No. 2) Order 2007, (SSI 2007/17).

Proposed future business

At its next meeting on 6 February, it is expected that the Committee will consider its draft report into its inquiry into the regulatory framework in Scotland. The Committee will also consider primary legislation, Scottish statutory instruments and any other documents subject to Parliamentary procedure.

The Committee will meet at 10.30 am in Committee Room 1

1. Decision on taking business in private: The Committee will consider whether to take item 4 in private.

2. New Petitions: The Committee will consider the following new petitions—

PE1020 Deceleration lane at Portlethen South junction off the A90. Councillor Paul J Melling will make a brief statement to the Committee in support of this petition.

PE1028 Contracts for water services. Mick Napier will make a brief statement to the Committee in support of this petition.

PE1031 Legislation relating to assisted suicide. Professor Donald Macdonald will make a brief statement to the Committee in support of this petition accompanied by Canon Donald Mackay and Rev Alex J MacDonald.

PE1013 Management of listed buildings – Rowallan Castle. Niall Campbell will make a brief statement to the Committee in support of this petition accompanied by John Simpson and John Campbell, QC.

PE1027 To increase public funding for bus services in the interests of social inclusion.

PE1029 Declaration of a public holiday known as "Independence day".

PE1030 To support an investigation into Chinese human rights abuses.

PE1021 The availability of solicitors prepared to act against other solicitors in cases of negligence or inadequate service.

3. Current Petitions: The Committee will further consider the following current petitions—

PE743, PE822 and PE881 Same As You. The Committee will consider responses from the Cross Party Group on Learning Disability and the first petitioner.

PE767 Fatal Accident Inquiries. The Committee will consider a response from the petitioner.

PE798 Provision of wheelchair services. The Committee will consider a response from the Scottish Executive.

PE808 Mental health services. The Committee will conisder a response from the Deputy Minister for Health.

PE837 and PE969 Small scale energy generation. The Committee will consider responses from the Scottish Executive and the petitioners.

PE910 Study of Scottish history. The Committee will consider a response from the petitioner.

PE929 Partial lead pipe replacement. The Committee will consider a response from the petitioner.

PE950 Right to buy. The Committee will consider responses from the Chartered Institute of Housing in Scotland, Victim Support Scotland, a joint response from the Scottish Executive and Communities Scotland, and a response from the petitioner.

4. Item in private. Witness Expenses: The Committee will consider claims for expenses.

Proposed future business

At its next meeting on 6 February, it is expected that the Committee will further consider current petitions on preventative safety measures to combat the dangers of substance abuse; the establishment of a sports academy in the Scottish Borders; the provision of an audio recording of civil court proceedings to those parties with special needs such as dyslexia; the investment in swimming pools in Scotland; provision of adequate safeguards against vulnerable adults being given surreptitious medication; the adoption of a national Play Strategy; funding and resources to combat Duchenne Muscular Dystrophy; sleep disorders; listed buildings; speed restrictions on Loch Lomond; jet skis; beat police numbers; the implementation of the Housing (Scotland) Act 2001; and community hospitals.
