NOTE OF DECISIONS TAKEN AT THE MEETING OF THE PARLIAMENTARY BUREAU: 11 FEBRUARY 2003 AT 2.30PM

1. Future Business Programme

It was agreed to recommend to the Parliament revised business for this week and week beginning 17 February and a business programme for the week commencing 24 February 2003. (for text of motion see Section F of the Business Bulletin for 12 February 2003)

Fiona Hyslop moved that the original business programme for 12 February be adhered to. The proposal was disagreed to: For-52, Against-71, Abstentions-0.

Fiona Hyslop moved that the Business Motion be taken at 9.30am on Wednesday 12 February. The proposal was disagreed to: For-52. Against-71, Abstentions-0. It was agreed that the Business Motion should be taken at 2.30pm on Wednesday 12 February.

2. Procedural Motions

It was agreed to recommend to the Parliament the draft Child Support Appeals (Jurisdiction of Courts) (Scotland) Order 2003 be approved.

It was also agreed to recommend to the Parliament that the Justice 2 Committee be designated as Lead Committee in consideration of the following instruments-

The Members of the Parole Board (Removal Tribunal) Regulations 2003, (draft);

The Regulation of Investigatory Powers (Covert Human Intelligence Sources - Code of Practice) (Scotland) Order 2003, (draft);

The Regulation of Investigatory Powers (Covert Surveillance - Code of Practice) (Scotland) Order 2003, (draft); and

The Regulation of Investigatory Powers (Prescription of Offices, Ranks and Positions) (Scotland) Amendment (No.2) Order 2003, (draft).

It was noted that the draft General Commissioners of Income Tax (Costs)(Scotland) Regulations had been withdrawn.

Rigg Offshore Wind Farm (Navigation and Fishing)(Scotland) Bill Committee

It was agreed that to refer the Private Bill back to the Robin Rigg Offshore Wind Farm (Navigation and Fishing)(Scotland) Bill Committee for Consideration Stage.

Date of Next Meeting

It was agreed that the next meeting would be at 2.30 pm on 18 February 2003.
