European Committee

The Committee will meet at 2.00 pm in Committee Room 2

1. Proposal for a Directive of the European Parliament and of the Council establishing a general framework for informing and consulting employees in the European Community: The Committee will discuss the outline of a draft report on this proposal and the likely timetable for the adoption of the Directive.

2. Reform of the Common Fisheries Policy: The Committee will discuss the response of the Scottish Executive to the Committee's 3rd Report 2001.

3. Implementation and transposition of the EC Water Framework Directive in Scotland: The Committee will discuss the means of monitoring plans and progress.

4. Petitions: The Committee will consider the following Petitions-

Petition 246 calling for the Scottish Parliament to request Scottish Natural Heritage, the Scottish Executive and the Scottish Minister as appropriate, not to proceed with the designation of the South-East Islay Skerries Special Area of Conservation.

Petition 365 by Mr Iain MacSween on behalf of the Scottish Fishermen's Organisation Limited, calling for the Scottish Parliament to review Fixed Quota Allocations which incorporate the track records of fishing vessels with a view to ascertaining with whom the property rights to Scotland's fish stocks lie, and take appropriate action to ensure that the fish stocks that are currently under the jurisdiction of the Scottish Parliament are not sold to owners whose main place of business is outwith the UK.

Petition 369 by Mr Brian J Rostron, on behalf of Confederation of UK Coal Producers, calling for the Scottish Parliament to urge the Scottish Executive to take steps to guarantee: (a) that exploitable coal deposits are accorded positive policies within development plans; (b) that opencast coal development is considered within the planning system like any other development proposal; (c) that the strategic need for coal is recognised in the determination of opencast coal applications, and (d) that energy, from a Scottish employment business and economic perspective, is recognised as an important consideration in government development planning and guidance.

Petition 372 by Mr Robert Epps, on behalf of a group of farmers and crofters from the islands of Islay and Jura, calling for the Scottish Parliament to ensure that a revised Less Favoured Area Support Scheme be introduced by 2002, giving priority to those farming in the most severely disadvantaged areas of Scotland.

5. Remit of the Committee (external affairs): The Convener will provide an update on the proposals for changes to Standing Orders.

6. Convener's Report: The Convener will update the Committee on-

Progress of a draft Committee report into the preparation for, and policy implications of, the single currency in Scotland: a contribution to the Euro debate from a Scottish perspective.

Response of the Scottish Executive to the request for the establishment of a procedure for pre- and post- European Council and pre- and post-Council of the EU notification and reporting to the European Committee.

7. Scrutiny of EC/EU documents: The Committee will-

Carry out the scrutiny of documents received for the meeting.

Discuss the contents of the response from the Scottish Executive regarding the Committee's scrutiny of the proposed Directive on waste electrical and electronic equipment.

Discuss drafts of the proposed 4th and 5th Reports, 2001, detailing the scrutiny of EC/EU documents covering 26 January 2000 to 12 December 2000 and 16 January 2001 to 19 June 2001 respectively.
