*S1M-1368# Pauline McNeill: Drug Assisted Sexual Assualt-That the Parliament notes the findings of the Home Office/Police Research Awards study on Drug Assisted Sexual Assault undertaken by DCI Peter Sturman of the Metropolitan Police; believes that drug assisted rape and sexual assault is a serious cause for concern, and notes that DCI Sturman's research progresses the debate on this matter and should be fully considered by the Parliament.

S1M-1367 Mr Adam Ingram: Leasehold Casualties (Scotland) Bill-That the Parliament agrees to the general principles of the Leasehold Casualties (Scotland) Bill.

S1M-1366# Dr Sylvia Jackson: "Couping" of Clydesdale Horses-That the Parliament notes with concern the process of "couping" Clydesdale horses for show purposes; recognises that this barbaric mutilation is to the great detriment of the horse and goes against all good practice taught to veterinary and farriery students, and believes that the Scottish Executive should ensure that the welfare of Clydesdale horses is upheld by ensuring that proper shoeing standards are maintained.

S1M-1365# Nick Johnston: Cosmetic Shoeing on Clydesdale Horses-That the Parliament believes that the Scottish Executive should investigate, and introduce legislation to ban, the practice of shoeing Clydesdale Horses and other horse breeds with "couping shoes", a type of shoe or device manufactured and fitted with the sole intention of altering the natural stance of the horse.

S1M-1364# Dr Sylvia Jackson: Action for Biodiversity-That the Parliament notes with pleasure the recent publication of Action for Scotland's Biodiversity by the Scottish Biodiversity Group; believes that all departments and agencies of the Scottish Executive should use this as a basis to integrate biodiversity conservation into their plans and programmes; applauds the efforts of Scotland's local authorities in producing local biodiversity action plans and encourages all departments and agencies of the Scottish Executive to assist authorities in implementing these plans, and urges the Minister for Environment, Sport and Culture to report on these positive steps to the Parliament and, thereafter, report further progress on the implementation in Scotland of the Convention of Biological Diversity every two years.

S1M-1363# Scott Barrie: Let's Keep It Safe-That the Parliament notes the widespread harassment that people with learning difficulties can be subjected to in Scotland; further notes the work undertaken by MENCAP and ENABLE to highlight this problem; congratulates Values Into Action for producing the A to Z booklets Let's Keep It Safe and Let's Report It to assist people in dealing with and overcoming such bullying and harassment; further notes the successful launch of these booklets in Edinburgh on 15 November 2000, and commends them to local authorities, NHS Trusts and voluntary groups as a guide to best practice in this area.

S1M-1362# Cathie Craigie: Dangerous and Careless Driving-That the Parliament notes the completion of the Transport Research Laboratory's UK-wide study which examined the use and application of the law on dangerous and careless driving throughout the UK; looks forward to the publication of its findings; recognises that in Scotland there is a public perception of dangerous driving offences being downgraded to careless driving; expresses concern that there is a lack of specifically Scottish-based research, and believes that research into the application of the law on dangerous and careless driving in Scotland should be commissioned.

S1M-1360 Mr Keith Harding: Inverkeithing's Park-and-Ride Facility-That the Parliament welcomes the opening of a new park-and-ride facility at Ferrytoll, near Inverkeithing in Fife, which will give local motorists a better choice between driving and bussing into Edinburgh city centre.

*S1M-1359 Fergus Ewing: Distribution of Magazines to Supermarkets-That the Parliament recognises that WH Smith News' intention to offer a UK wide distribution system for magazines to supermarkets will have a negative impact on the sustainability of small and independent newsagents in Scotland; notes with concern the findings of the report by Paul Dobson of Loughborough University which estimates that 6,000 to 8,000 newsagents in the UK, many of them in Scotland, will be forced to close as a result of such a distribution system; urges Tesco and WH Smith News to announce that they have not only postponed, but abandoned, their proposed distribution contract, and requests that the Executive make urgent representations to Her Majesty's Government and to the Office of Fair Trading in London, urging that a full investigation of this matter be undertaken.

S1M-1350 Dr Richard Simpson: Rail Link to Clackmannanshire-That the Parliament congratulates the Scottish Executive and the Minister for Transport, Sarah Boyack, on the £6.5 million award from the Public Transport Fund towards the reopening of the railway link between Stirling and Alloa and recognises that the award remedies a great injustice to the people of Clackmannanshire and will be a great benefit in reducing traffic congestion and improving social inclusion in the area.

S1M-1349# Alex Neil: Prisoners Of War - Too Little, Too Late-That the Parliament believes that the modest sum of £10,000 offered in compensation to former Prisoners of War (POWs) and their spouses comes too late; recognises that by ignoring POWs' claims for the past 50 years numerous UK Governments have saved millions of pounds; notes that, in the last three years, Government has saved £15 million because former POWs are dying at a rate of 10 a week, and remembers the suffering the 50,000 British POWs endured during World War II and the sacrifices they made.

S1M-1348# Margaret Smith: Neurology Services-That the Parliament notes with concern the recently expressed views of consultant neurologists in Edinburgh on the long waiting times experienced by patients awaiting a first appointment; further notes the Scottish Executive's Programme for Government commitment to tackle waiting times for patients rather than length of waiting list, and invites the Scottish Executive to consider urgently the steps to be taken, in conjunction with the Scottish Advisory Committee on the Medical Workforce, to address the number of consultant neurologists working in Scotland and the waiting time for patients.

S1M-1347# Mr Mike Rumbles: Access to NHS Dental Services in Grampian-That the Parliament recognises that improving access to NHS dental services is a public health priority, welcomes the publication by the Scottish Executive of An Action Plan for Dental Services in Scotland as a first step in this process but recognises that in the Grampian Health Board area more needs to be done to ensure access for all to NHS dental treatment.

S1M-1346 Sarah Boyack: Draft The Scotland Act 1998 (Modifications of Schedule 5) Order 2000-That the Transport and the Environment Committee recommends that the draft The Scotland Act 1998 (Modifications of Schedule 5) Order 2000 be approved.

S1M-1344 Mr Adam Ingram: Ayr United Planning Application-That the Parliament deplores the rejection by ministers of the planning inquiry recommendations with regard to the application of Heritage Scotland Ltd. to build a new stadium for Ayr United Football Club and associated retail developments at Heathfield in Ayr; notes the overwhelming public support for the proposed development; agrees with the reporter's judgement that there are substantial special circumstances which support the granting of planning permission for the development, and calls upon the Scottish Executive to revisit its decision with a view to responding more sensitively to the wishes of the people of Ayr and the surrounding district,

S1M-1343# Linda Fabiani: Public Safety in Scottish Waters-That the Parliament believes, in the light of the recent discovery of a generic design fault which may affect 12 nuclear submarines and the decision that one of these submarines should return to sea, that the provisions of the Clyde Public Safety Scheme and other submarine nuclear safety schemes should be urgently reviewed to ensure that these emergency planning measures provide adequate safeguards for the public in the event of an accident on a nuclear submarine.

S1M-1342 Pauline McNeill: Reinstatement of the Number 83 First Bus-That the Parliament congratulates the communities of Broomhill and Thornwood in Glasgow in successfully campaigning for the reinstatement of the number 83 bus; believes that First Bus reversed its decision to axe this service and will now reinstate the bus on the route on 7 January 2001 as a result of the huge public outcry, and notes that the bus operator has also bowed to community pressure and agreed to cover the route from Monday 13 November 2000 until 7 January 2001 with a temporary bus numbered 6A.

S1M-1341# Alex Neil: Energy Review-That the Parliament recognises the need for a far-reaching and thorough debate concerning energy in Scotland; notes with concern reports that government discussion papers may promote nuclear power as the answer to our environmental plight; asks for a clear commitment that nuclear power will be rejected as an option beyond the lifetime of existing plants, and believes that the Scottish Executive should initiate such a debate, which will look to both address energy consumption and realise Scotland's potential as a source of research into and production of renewable energy alternatives.

S1M-1340# Mr Keith Harding: Homelessness in Fife-That the Parliament notes that homelessness in Fife has risen 38% over the past three years, affecting 3,388 households and that the figures for Scotland show an increase of 12% over the same period; further notes that this has occurred at a time when Fife Council has failed to collect millions of pounds of rent arrears and lost income from unlet properties, and recognises that these resources could have been used to bring unlet homes back into use or for better computer systems to match people to homes as part of a programme to help alleviate homelessness in the Kingdom.

S1M-1336 Margaret Jamieson: Community Care Debate-That the Parliament notes that the Business Programme for the week beginning 13 November 2000 indicates that a Scottish National Party debate on community care will be held on 16 November 2000; notes that the Health and Community Care Committee will be bringing forward a report on community care for publication shortly, and therefore invites the Scottish National Party, as a courtesy to the Parliament and to the Committee, to withdraw this item and bring forward an alternative subject for debate.

S1M-1335 Dennis Canavan: Scottish Transport Group Pension Scheme-That the Parliament welcomes the statement made by the Minister for Transport and the Environment on 25 October 2000 about ex gratia payments for Scottish Transport Group pensioners and urges the Minister to make an early announcement of detailed proposals to ensure that the surplus in the pension funds is used for the benefit of the pensioners.

S1M-1334# Pauline McNeill: Funding of Glasgow's Museums and Galleries-That the Parliament is disappointed that Glasgow's museums and galleries were left out of the new funding for the arts announced on 2 November 2000; considers that the omission of support for Glasgow in arts funding disregards Glasgow museums' "special circumstances" as outlined in the Scottish Executive's National Cultural Strategy; believes that Glasgow City Council's cultural, social inclusion and educational strategy is second to none in Scotland; notes that the city's museums are the most visited in the UK outside London and that Glasgow holds the greatest civic collection in Europe, all of this being funded by the council tax payers of Glasgow, and calls for the inequity in funding of museums in Scotland to be redressed and the east-west divide in arts funding to be ended.

S1M-1333 Trish Godman: Royal Ordnance, Bishopton-That the Parliament is keenly aware of the importance of Royal Ordnance, Bishopton to the economy of Renfrewshire and of the strategic defence role it performs and calls upon the Scottish Executive to do what it can to persuade BAe Systems to reconsider its decision to close the plant on the basis of both economic and strategic considerations.

S1M-1332 John Scott: Addressing Problems Caused by Climate Change-That the Parliament notes the Scottish Executive's climate change consultation programme; further notes Her Majesty's Government's commitment to reduce greenhouse gases in order to respond to global warming, and calls upon the Scottish Executive to consult urgently on measures to deal with the consequences of climate change, to strengthen flood defences, to address the question of planning developments in flood plains and to minimise environmental damage.

S1M-1330 Mr John Home Robertson: Support for Rome Declaration-That the Parliament endorses the declaration of the assembly of world parliamentarians which met in Rome on 4 November 2000 on the urgent need for debt relief for poor countries, for positive action to tackle the disadvantages of globalisation, and to promote human dignity and freedom; acknowledges the significant progress made by Her Majesty's Government towards these objectives, and welcomes the decision of Pope John Paul II to designate Sir Thomas More as the patron saint of statesmen and politicians.

S1M-1329 Tommy Sheridan: Compensation for Miners-That the Parliament believes that the Scottish Executive should launch an urgent and wide-ranging inquiry into the circumstances causing the severe and unacceptable delays in relation to the compensation for miners in Scotland who have contracted serious and debilitating illnesses and injuries as a result of their employment as miners and who are still awaiting compensation for the contraction of illnesses such as emphysema, bronchitis and vibration white finger among others, and further believes that such an inquiry should involve the National Union of Mineworkers in Scotland, retired Scottish miners' branches and the families of deceased Scots miners and should look into the objectivity of medical examinations with a view to streamlining the whole procedure.

S1M-1328# Mr Kenneth Gibson: Young Runaways-That the Parliament welcomes the report Missing Out - Young Runaways in Scotland; commends the University of York, Aberlour Child Care Trust, Extern, Children's Promise and The Children's Society for producing this report, the most extensive piece of research yet undertaken into young people under 16 who run away or are forced to leave home; notes that this is the first comprehensive research to provide both an overall picture of the scale and extent of the problem while suggesting workable strategies for responding to the needs of this very vulnerable group of young people, and asks the Executive to look closely at the findings and recommendations of the report and act accordingly.

S1M-1327 Phil Gallie: Resignation of Sam Galbraith-That the Parliament calls for the immediate resignation of Sam Galbraith from his role as Minister for Environment before he does further damage to Scotland's interests; notes two occasions in one week when he has overturned recommendations by the Planning Inquiry Reporter, and believes that rejecting the second recommendation, that regarding Ayr United's Stadium and adjacent retail complex, flies in the face of the unanimous opinion of South Ayrshire Council and shows contempt for the interests of Ayr and Prestwick as towns, for the aspirations of the local football club and for the spirit of devolution itself.

S1M-1319# Shona Robison: Mesothelioma-That the Parliament notes with concern the projection by the Cancer Research Campaign that 250,000 western Europeans could die of the asbestos-related cancer mesothelioma by the year 2035; believes that more research into this condition and possible treatments for it is urgently required, and recognises the plight of victims of mesothelioma who are trying to secure the award of Industrial Injuries Benefit.

S1M-1315# Christine Grahame: Burton's Biscuits-That the Parliament notes with concern the purchase of Burton's Biscuits by Hicks Muse Tait & Furst for £130 million given the track record of this investment company in Scotland as the financial backer of Viasystems which purchased two profitable companies in the Scottish Borders after securing funding of £12 million from the Department for Trade and Industry on the basis of creating 1,000 jobs there, then closed the companies down one year later with the loss of 1,200 jobs, transferring work from there to North Tyneside; also notes that Hicks Muse Tait & Furst is the financial backer of Horizon Biscuits, a competitor of Burton's; further notes that there are 1,000 employees of Burton's in Edinburgh and, against that background, urges the Scottish Executive to seek assurances from Hicks Muse Tait & Furst that those Scottish jobs are secure and to confirm that no public funds are or will be available to that company which could facilitate any loss of Scottish jobs.

S1M-1307 Mr Andrew Welsh: Replacement of Montrose Bridge-That the Parliament recognises the vital lifeline provided by the A95 bridge over the South Esk at Montrose and its importance for the whole north-east economy; notes the recent comments by the First Minister pertaining to the Scottish Executive's commitment to areas outwith Scotland's central belt, and urges it to show that commitment by taking urgent action to provide funding for the essential replacement of Montrose Bridge.

S1M-1264 Mr Kenneth Gibson: Scotland's Participation in Future Olympic Games-That the Parliament congratulates all British participants in the recent Sydney Olympic Games; is pleased that the number of gold medals won by the Great Britain team was the highest for 80 years; is aware that Cuba won the same number of gold medals as Britain, as did Romania, while the Netherlands won 12, despite these countries having less than a fifth, a third and a quarter of Great Britain's population; realises that Great Britain came only thirtieth in terms of per capita success; believes that this is due to continued underfunding of sport relative to other countries, resulting for example in Britain having only eight Olympic sized swimming pools compared with 1,500 in Australia, which has a population only a third of the size of Britain's; notes that the 199 countries participating excluded one of Europe's oldest nations, Scotland; notes that while most national Olympic Committees are from nations, the International Olympic Committee also recognises independent territories, commonwealths, protectorates and geographical areas and that therefore, despite the Minister for Children and Education's statement on 28 September 2000 (Official Report, col. 792-3), there is not necessarily only a single recognised Olympic committee for each independent nation state; is pleased that American Samoa, Aruba, Bermuda, the British Virgin Islands, Cayman Islands, Cook Islands, Guam, Hong Kong, Netherlands Antilles, Palestine, Puerto Rico and US Virgin Islands all entered teams in the Olympics despite their non-independent status; recognises that Scotland competes in the cricket, football and rugby union world cups and Commonwealth Games in its own right; believes that Scotland should compete in the Athens and subsequent Olympic Games in its own right, and calls upon the Scottish Executive to work to that end.

S1M-1253# Dorothy-Grace Elder: Scots and Chronic Pain-That the Parliament is deeply concerned about the lack of funding and facilities for chronic pain alleviation in Scotland; wishes to move up the health agenda the suffering of those who endure chronic pain, bearing in mind the 500,000 Scots who suffer pain regularly and the immense strain this places upon them and their families; requests that an audit be carried out of the current level of provision in this area and of the availability of specialist consultants, nurses and physiotherapists, given that scarcities in these areas result in people in agony having to wait seven months for pain clinic appointments in some areas; wishes to see suffering from conditions such as back pain and arthritic pain given proper prominence; is extremely anxious concerning cancer patients, around 50% of whom are estimated not to have adequate pain relief; is also mindful of the stress caused to health professionals unable to help patients speedily due to the lack of resources and agrees that an entirely new outlook is needed.

S1M-1251# Mr Kenneth Gibson: Discrimination Against Teaching Centres of Artistic Excellence-That the Parliament notes the decision of the Department for Education and Employment to introduce Dance and Drama Awards for students to study at institutions in England and Wales; is aware that Scottish students compete on equal terms for places at such institutions with their counterparts from other parts of the United Kingdom and the European Union (EU); is concerned that tuition fees are only paid if students study in England and Wales and regrets that no parallel funding scheme exists for students who wish to study in Scotland; believes that this discrimination against Scottish institutions can only harm them and in the case of Ballet West may force it out of business or to relocate from Taynuilt to outwith Scotland, to the detriment of the local economy and employment; notes that Ballet West attracts students from across the United Kingdom, the EU and as far afield as Guatemala, Japan and Malaysia and outperforms competitor schools from south of the border in ballet competitions and quality of training; is puzzled by the Minister for Children and Education's view that "there is no evidence of significant demand for Dance and Drama training for young people aged 16 and over in Scotland" when 613 applications were received by Ballet West for 23 places; regrets that 34 students withdrew or rejected offers from Ballet West due to lack of funding, compared with only two students doing so at English institutions; notes that the Excellence Fund supports and encourages talent secondary school dancers in Scotland but that the only progression into tertiary training encouraged by the Scottish Executive is in England; is concerned that Scotland will become denuded of teaching centres of artistic excellence and be drained of artistic talent as a result of this discrimination; believes the current position of the Scottish Executive on this issue contradicts its own cultural strategy that has as its key themes "widening opportunities, promoting education, developing and celebrating excellence" and believes that the Scottish Executive should act in order that students from across the UK can choose where to study dance, drama or stage management based on the quality of course offered rather than on whether or not tuition fees will be paid.

S1M-1231 Mr Kenneth Gibson: The Possible Extinction of the Great Apes-That the Parliament notes with alarm the continued destruction of humankind's closest relatives, the four species of great apes, the bonobo, chimpanzee, gorilla and orang-utan; notes that bonobo numbers alone have halved to 10,000 in only two years, bonobo sharing 98.4% of its DNA with Homo sapiens sapiens; notes that while chimpanzee numbers have plummeted from over two million to less than 180,000 in four decades, three of the five sub-species of gorilla, the Cross River, Bwindi and mountain, number only an estimated 150, 290 and 320 respectively and the two orang-utan sub-species 15,000 in total; is concerned that continued habitat destruction through deforestation, hunting for bushmeat and the pet trade, catching human diseases and fragmentation of habitat into small unsustainable areas could lead to extinction of all twelve sub-species of great ape within a generation; supports the 34 organisations of the Ape Alliance in their attempts to save the great apes, and seeks support from the Scottish Executive in calling upon Her Majesty's Government to increase conservation funding to poor countries, to assess aid projects to ensure they do not harm wildlife and to phase out the import of tropical timber not harvested in an environmentally friendly manner.
