Trish Godman: Houses in Multiple Occupation-That the Parliament
deplores the damage inflicted on housing stock in communities such
as Port Glasgow by the increase in the number of properties in multiple
occupation; is aware of the exploitation of the tenants living in
such circumstances by greedy and uncaring landlords, and believes
that legislation should be initiated that will enable authorities
to (a) restrict the conversion of properties into houses in multiple
occupation (HMOs) in order to establish a better balance in the employment
of housing stock and (b) regulate closely the management of existing
HMOs in the interests of the tenants.

Jackson: Govan Shipyard-That the Parliament notes that the BAE
Systems Govan shipyard is in the running for a major order to build
roll-on roll-off ferries for the Ministry of Defence; recognises that
this order will guarantee work for up to five years and allow the
yard to take on apprentices for the first time in three years; praises
the yard's strong reputation for Clyde built quality as the major
employer at the heart of Govan; acknowledges that this order is vital
to secure the yard's future for its skilled and dedicated workforce;
understands the equal importance of the order for the sister yard
at Scotstoun as outfitter, and expresses total support for the Govan
shipyard in bidding for this order and future work.

Kenny MacAskill: CERT Edinburgh-That the Parliament recognises
the ongoing delays and difficulties faced by the City of Edinburgh
Rapid Transit (CERT) plan and also the significant public investment
required for the scheme; notes the Network Management Statement by
Railtrack Scotland and the call by the Cockburn Association for a
further examination of the scheme, and calls for a suspension of the
CERT project pending a re-examination of both it and the creation
of a rail link to Edinburgh Airport, including a re-routing of the
Edinburgh-Glasgow and Edinburgh-Fife lines for infrastructure improvements
to the benefit of both the City of Edinburgh and Scotland as a whole.

Eadie: Rail Freight Development-That the Parliament applauds the
efforts of the Minister for Transport and the Environment, Sarah Boyack
MSP, in her activities promoting, encouraging and funding actions
to move freight from road to rail; further applauds the efforts of
everyone involved in the rail industry in the partnership efforts
to maximise rail freight developments; notes that there are constraints
in the rail network on the development of this work and invites Railtrack
to submit to members of the Scottish Parliament a report detailing
each "pinch" point, railway bridge or tunnel that prevents
the usage of nine foot six inch rail container wagons on key strategic
routes affecting freight trains from Scotland to Felixstowe and Southampton.
