S1M-453 Fergus Ewing: Campaign Against Higher Business Rates in Scotland—That the Parliament notes that the Scottish Executive is proposing a provisional non domestic rate poundage for the year 2000-01 of 45.8 pence, whereas the figures for England and Wales are respectively 41.6 pence and 41.2 pence; notes that the Scottish Executive have accordingly abandoned the uniform business rate policy; fears that this will make Scotland a less attractive location in the UK for large businesses and that this is a retrograde step that will harm the Scottish corporate sector and undermine the benefits received from the harmonisation of cross border business rates in the 1995 re-valuation; calls upon the Executive to re-visit the calculation of the poundage rate and ensure the continuation of the UBR across the UK; to bring forward proposals to provide for smaller businesses a method of relief which remedies the unfair burden which they face in their business rates bills and to esimate what impact its policy of higher business rates for Scotland will have on the level of unemployment and the Scottish economy over the next five years.

S1M-435# Dorothy-Grace Elder: Slopping Out in Scottish Prisons—That the Parliament agrees that urgent action must be taken in the 21st century to end "slopping out" at affected Scottish prisons, particularly Barlinnie Prison, Glasgow which is 90% without basic sanitation; acknowledges that Barlinnie cannot start its third century with this stomach churning and degrading practice continuing and that the practice of emptying chamber pots around five times a day is not only inhumane for prisoners but for also for staff who supervise and who deplore the practice; notes that Barlinnie’s high international status as an innovative prison and its excellent rehabilitation work is impaired seriously by the time consumed by slopping out, with around 400 staff hours a day wasted away from essential rehabilitation work with prisoners due to the security need to be on duty at sluice rooms, and urges that the money removed from the Scottish Prison Service budget for the Drugs Enforcement Agency must not result in any delay to plans to end slopping out as feared by prison officers.

S1M-418 Mr Kenneth Gibson: Suicide—That the Parliament notes with deep concern the death of 874 Scots by their own hand in 1998; is aware that since 1984 the proportion of male Scots aged 35 or under whose deaths can be attributed to suicide has increased from one in nine to one in four, and for females from one in twenty to one in seven in the same age category, making suicide the most common cause of death in young Scots; recognises that in Scotland the suicide rate for males and females of all age groups is 32 and 10 respectively per 100,000 and increasing, whereas in England it is 18 and 6 per 100,000 and decreasing; believes the reasons for suicide to be complex, multi-functional and poorly understood, and calls upon the Scottish Executive to commission, at the earliest date possible, wide ranging, comprehensive research into the issue of suicide, analysing what makes people take their own lives, why the suicide rate in Scotland is increasing, why particular groups in society are more vulnerable than others, how other countries prevent suicide, and introducing an early warning system of diagnosis and intervention.

S1M-377# Alex Neil: Malnutrition in Scotland: A Public Health Problem—That the Parliament recognises that malnutrition in Scotland is a serious public health problem; notes that up to 40% of people admitted to hospital are malnourished and the majority continue to lose weight in hospital; further recognises that the major burden of malnutrition lies in the community where one in ten post-operative, cancer and chronic disease patients are malnourished, accepts that many patients move between hospitals and the community on a "malnutrition carousel"; acknowledges that malnutrition has adverse clinical consequences such as post-surgical complications, delayed wound healing and impaired recovery from disease; further acknowledges that malnutrition costs the NHS millions of pounds each year in increased treatment costs and prolonged hospital stay; believes that unrecognised and untreated malnutrition has no place in a modern and dependable health service; welcomes the formation of the Malnutrition Advisory Group, made up of academics, clinicians and other health professionals to produce guidelines on the prevention, treatment and identification of malnutrition in the community, and supports working closely with this group to eradicate malnutrition in Scotland.
