*S1M-568 Shona Robison: Heart DiseaseThat the Parliament expresses concern at the recently published report of the British Heart Foundation detailing the United Kingdoms poor record in cardiovascular disease; notes the fact that the United Kingdom has one of the highest death rates from coronary heart disease in the European Union; further notes that Tayside is near the bottom of the Scottish league table in waiting times for cardiac surgery and, in light of this, supports the demands for a fifth Scottish cardiac unit to be based at Ninewells Hospital, Dundee to serve the East of Scotland.
*S1M-567 Mr Brian Monteith: Hosting the Football World Cup in ScotlandThat the Parliament notes that the next football World Cup organised by FIFA is being hosted jointly by jointly by Japan and the Republic of Korea in 2002 and calls upon the Scottish Football Association to hold exploratory discussions with their counterparts in Wales, Northern Ireland and the Republic of Ireland to examine the feasibility of the four national football associations combining to bid to hold the World Cup in 2010.
*S1M-566# Elaine Smith: Employment of ChildrenThat the Parliament deplores the employment of children in potentially dangerous conditions in our towns and cities; seeks to ensure that the Parliament and the Scottish Executive work in partnership with all relevant authorities and organisations (such as the Low Pay Unit and the Federation of Small Businesses) so that children who wish to work are protected from taking unsuitable employment and in order to ensure that steps are being taken to promote and enforce the laws which prohibit this practice.
*S1M-565# Elaine Smith: Hospital InfectionsThat the Parliament notes with concern the recent alleged cases of necrotising fasciitis in Monklands Hospital and the wider issues across Scotland of hospital contracted infection and wishes to ensure that all clinical staff within the NHS in Scotland are effectively trained and informed in the implementation of and adherence to infection control programme standards.
S1M-564 Alasdair Morgan: Recovery of Crew of Fishing Vessels Lost at SeaThat the Parliament recognises the change in attitude of Scotlands fishing communities towards recovery of crews who are lost at sea and therefore urges the Scottish Executive to seek to persuade Her Majesty's Government to give a firm undertaking that policy in this matter will be changed and that a public agency be charged with the responsibility of examining the feasibility of recovering bodies from vessels lost at sea and reaching a considered judgement based on safety and technical considerations. S1M-562 Michael Russell: Volvo Factory, IrvineThat the Parliament supports the workforce of the Volvo factory in Irvine at this present time of uncertainty and calls upon the Scottish Executive to make every possible representation to ensure the plants future. S1M-559 Mr Jack McConnell: The Local Government Finance (Scotland) Order 2000That the Parliament in consideration of the Local Government Finance (Scotland) Order 2000 recommends that the Order be approved.
S1M-557# Patricia Ferguson: International Women's DayThat the Parliament notes that 8 March is celebrated as International Womens Day, recognises the important contribution made by women to all aspects of Scottish life and, in doing so, acknowledges the progress made towards womens equality and the need to ensure that any programme of government responds to the aspirations of women. S1M-555# Mr Lloyd Quinan: Maternity Services at Vale of Leven Hospital (Alexandria)That the Parliament notes with grave concern the possible closure of the maternity unit at Vale of Leven Hospital, Dumbarton; believes that it is not acceptable for expectant mothers to be forced to travel from Dumbarton to Paisley for maternity services, and further believes that the West of Scotland NHS Trust should reverse this closure decision. S1M-549 Mr Mike Rumbles: Agrimoney CompensationThat the Parliament notes that the strength of sterling in comparison to the Euro is disadvantaging Scotlands farmers and that agrimoney compensation is available from the European Union to address the effects of such currency fluctuations; believes that this aid is urgently needed to address the serious financial difficulties being experienced across all sectors of Scottish agriculture; notes that action is needed at a UK level to secure a total of £92 million in additional payments to Scottish farmers; acknowledges that the Scottish Executive has made representations to Westminster outlining the need for this aid, and therefore calls upon Her Majestys Treasury to put in place the necessary financial arrangements and match funding to secure the additional European money at the earliest opportunity. S1M-548 Tommy Sheridan: Tax Relief on Ministerial VehiclesThat the Parliament notes with surprise that the tax relief for ministerial cars and chauffeurs has been extended to Scottish Executive Ministers; believes that this represents a fundamental inequality in tax treatment, and calls upon Scottish Executive Ministers to make a £5,000 donation to the NHS in lieu of their tax bill.
S1M-547# Mr Kenneth Gibson: Children in Glasgow Selling Newspapers Late at NightThat the Parliament notes with concern the illegal employment of children under sixteen years to sell newspapers in the streets of Glasgow, at city road junctions, outside pubs and clubs late at night and in the early hours of the morning in all weathers, to the detriment of their health and education and leaving them exposed to the possible attention of individuals with evil intent, and believes that the newspaper publishers concerned should ensure that their distributors do not employ vendors who recruit children, that the public should not buy these newspapers and that Strathclyde Police should vigorously enforce the law in this regard. S1M-546 Mr Kenny MacAskill: ChinookThat the Parliament notes with concern that the National Audit Office found that the FADEC computer system fitted to Chinook helicopters was flawed and that this posed an "unquantifiable risk" for these craft; further notes the reported out of court settlement with the family of one of the pilots, and therefore calls for a judicial inquiry firstly into the crash, and secondly into the subsequent investigations, including the failure of the "unquantifiable risk" associated with FADEC to be advised to the fatal accident inquiry. S1M-545 Dr Richard Simpson: Royal Bank of Scotland TakeoverThat the Parliament congratulates the Royal Bank of Scotland on its takeover of the National Westminster Bank; welcomes its commitment to keep the headquarters of the new company in Scotland and, whilst noting the need to ensure efficiency in the best interests of both customers and employees, urges sensitivity in working with the banking union in achieving any necessary changes. S1M-544 Tommy Sheridan: Poll Tax DebtsThat the Parliament believes that, in the light of the recent Accounts Commission report Benefits, Finance and Housing, the need to write off local authority poll tax debts is now urgent. Supported by: Mr Kenny MacAskill*, Mr Gil Paterson* S1M-543 Bill Aitken: Right to Buy RulesThat the Parliament, recognising the disappointment and frustration caused to council tenants by the precipitate haste in amending the terms of the Right to Buy rules in March 1999, calls upon the Scottish Executive to review the situation in order that those who can demonstrate the intention to purchase their homes prior to the change in the legislation on 1 April 1999 can avail themselves of the rights which existed prior to this change. S1M-541 Tommy Sheridan: NatWest TakeoverThat the Parliament notes with concern that the takeover by the Royal Bank of Scotland of the National Westminster Bank will lead to 18,000 job losses in Scotland and England and calls upon the Scottish Executive to make urgent representations to the Competition Commission and Her Majestys Government to examine whether this take-over is of benefit to consumers and employers as well as shareholders.
S1M-540 Johann Lamont: Arms SalesThat the Parliament welcomes Her Majestys Governments commitment not to sell arms to countries that will use them to commit internal repression or external aggression; further welcomes the publication of an annual report on strategic exports as a first step towards improved transparency; notes that 15 February 2000 is the fourth anniversary of the publication of the Scott Report; notes with concern that without new legislation to address the problems identified in the Scott Report and other loopholes, Her Majestys Government cannot ensure that UK arms exports do not contribute to human rights violations being committed, fuel conflict or undermine development; and calls upon Her Majestys Government to introduce comprehensive and effective legislation to strengthen the control on strategic exports in the next Parliamentary session, given that 91% of the Scottish public believe that the UK Government should introduce systems to ensure that arms exported by the UK are not misused. S1M-531# George Lyon: Regeneration of the ClydeThat the Parliament recognises that in the Clyde, Scotland has a magnificent international icon which can be marketed globally to promote enterprise and tourism in the region; recognises also that investment in and modernisation of transport infrastructure on the Clyde is a prerequisite for the economic and social regeneration of the areas communities and that the absence of fast and efficient ferry links on the Clyde is one of the contributing factors to social exclusion in the area, and calls for a thorough and fundamental review of the current infrastructures shortcomings with a view to developing a long term strategy that can exploit the potential of the area and which can meet the needs of communities on the Clyde in the 21st century. S1M-527 Trish Godman: Elderly People and the NHSThat the Parliament commends Age Concern on its recently published report Turning Your Back on Us: Older People and the NHS which deals with the serious problem of age discrimination in the National Health Service; believes that medical treatment and care should not be denied or delayed simply on the basis of age; and urges the Scottish Executive to commission an independent investigation to assess whether age discrimination is practised in the National Health Service and to produce an agenda for action if such discrimination exists. S1M-526 Trish Godman: Equal Access for People with DisabilitiesThat the Parliament warmly commends the action taken by the journalist Kirsty Wark and her friends in leaving a Glasgow city nightclub when the staff refused access to a disabled patron; hopes that the management of said club will now adopt a welcoming attitude to patrons with disabilities, and urges others to follow Kirsty Warks admirable lead when confronted by such discrimination and intolerance. S1M-525 Trish Godman: West of Scotland Water AuthorityThat the Parliament deplores the high-handed and insensitive conduct of senior officials at West of Scotland Water Authority in relation to the unsupportable decision to allow raw sewage and waste water to enter the Kilbarchan Burn; affirms the view that such authorities must always be cognisant of local community concerns when taking decisions that impinge upon local communities; and that genuine consultation and concern for public health must always be the order the day when making such decisions. S1M-505# Alex Fergusson: Closure of Castle Douglas AbattoirThat the Parliament notes the award by the intervention board of the over thirty month contract to Holbeck Holdings Ltd of Kilmarnock; regrets that this decision has led to the loss of over 80 jobs in South West Scotland, the loss of a significant sheep slaughtering facility in the South of Scotland and the closure of the Castle Douglas abattoir, causing a further 18 redundancies, and questions whether any criteria other than cost were taken into account when considering applications for this contract. S1M-503 Tommy Sheridan: Drug Addiction in GlasgowThat the Parliament notes that drug addiction in Glasgow is five times higher than anywhere in Britain; recognises that such high levels of drug addiction have pushed drugs services in the City to breaking point; notes that social workers in Glasgow are having to work under unbearable pressure, given that the number of problem drug users in the City has almost doubled in nine years; notes the result of a recent survey, which suggests that one in thirty of Glasgows adults are now drug addicts and that there are between 12,419 and 15,368 problem drug users in the city and also reveals that more than 4,000 adults who have been treated by 13 social work projects have dependent children amounting to almost 1,000 youngsters, and believes that, given the serious and grave problem drug using situation within the City of Glasgow, special extra resources must be diverted from the Scottish Executives drug enforcement project to allow the City of Glasgow to spend more on drug prevention and treatment. S1M-453 Fergus Ewing: Campaign Against Higher Business Rates in ScotlandThat the Parliament notes that the Scottish Executive is proposing a provisional non domestic rate poundage for the year 2000-01 of 45.8 pence, whereas the figures for England and Wales are respectively 41.6 pence and 41.2 pence; notes that the Scottish Executive have accordingly abandoned the uniform business rate policy; fears that this will make Scotland a less attractive location in the UK for large businesses and that this is a retrograde step that will harm the Scottish corporate sector and undermine the benefits received from the harmonisation of cross border business rates in the 1995 re-valuation; calls upon the Executive to re-visit the calculation of the poundage rate and ensure the continuation of the UBR across the UK; to bring forward proposals to provide for smaller businesses a method of relief which remedies the unfair burden which they face in their business rates bills and to esimate what impact its policy of higher business rates for Scotland will have on the level of unemployment and the Scottish economy over the next five years. S1M-377# Alex Neil: Malnutrition in Scotland: A Public Health ProblemThat the Parliament recognises that malnutrition in Scotland is a serious public health problem; notes that up to 40% of people admitted to hospital are malnourished and the majority continue to lose weight in hospital; further recognises that the major burden of malnutrition lies in the community where one in ten post-operative, cancer and chronic disease patients are malnourished, accepts that many patients move between hospitals and the community on a "malnutrition carousel"; acknowledges that malnutrition has adverse clinical consequences such as post-surgical complications, delayed wound healing and impaired recovery from disease; further acknowledges that malnutrition costs the NHS millions of pounds each year in increased treatment costs and prolonged hospital stay; believes that unrecognised and untreated malnutrition has no place in a modern and dependable health service; welcomes the formation of the Malnutrition Advisory Group, made up of academics, clinicians and other health professionals to produce guidelines on the prevention, treatment and identification of malnutrition in the community, and supports working closely with this group to eradicate malnutrition in Scotland.
